HUMS - a question

Hi everyone - 

 

A question,  asked only out of curiosity......

 

To quote from the 2015 NZ Congress  Daily Bulletin 

 

"Systems in the Teams :  At no time may a HUM system be used in the lower half of the field. A number of teams will be designated as “having no system protection”. If 2 of these teams meet at any time then HUMs are permissible.  Otherwise, HUMs may not be played in the first 2 rounds of the  qualifying. A list of unprotected teams will be posted as soon as possible  after entries close. If you are opposed by a HUM pair, then you are allowed a written defence (one A4 side) on the table during the match. "

 

Given that these restrictions  are in place for  an event of the stature of  the NZ teams,  why is it that  there is no restriction on the  use of a HUM  in an ordrinary,  every day, run of the mill  (if you care to call it that)    5A point teams event  ?
